The FBI arrested Wanying Zhang, an Irvine realtor, at LAX on 4 October, per CBS News. The Department of Justice alleges she was tasked with surveillance during a June 2025 trip to China and, on 1 September 2025, filmed relatives of a high-ranking Taiwanese official, sending a PRC official the plate numbers of two vehicles parked at their home. CBS, citing law enforcement sources, identified the target as Ting-Yu Lai, son of President Lai Ching-te, and placed the home near Seattle. Roman Rozhavsky, who heads the FBI's Counterintelligence and Espionage Division, cast the case as combating attempts "to conduct transnational repression within our borders," per DOJ.
Per DOJ, the one-count unregistered-agent complaint carries a maximum of 10 years in prison; the department notes a complaint is merely an allegation. The case arrives amid a dispute over the bureau's staffing. In written Senate Judiciary testimony on 15 September, FBI Director Kash Patel reported 72 counterintelligence-related arrests so far in fiscal 2026 and urged Congress to reauthorize FISA Title VII before 20 November. Today NPR, citing five sources, reported that counterintelligence squads in many of the bureau's 56 field offices have only 50% to 60% of positions filled. An FBI spokesperson called that false.
As DOJ and CBS describe it, the alleged operation relied on ordinary means. Per CBS, a classmate from her Beijing alma mater introduced her to one of the PRC officials; a rented car, a video recording and two plate numbers were allegedly enough to surveil a head of state's son and his family at their home. The seam is the family: relatives of principals can sit outside the protective program.
- Extend residential surveillance detection to principals' close family.
- Give staff a no-penalty route to report foreign contacts, including approaches through alumni networks.
- Move from periodic to ongoing evaluation of people with access to principals, itineraries or sensitive programs.
OBSIDIAN — Counterintelligence is designed for the reporting and vetting side: the employees, suppliers and partners an adversary would cultivate. It is designed to correlate foreign-contact reports, targeting indicators and continuous-evaluation-aligned signals that resolve to the same person or program, so separate reports can be read together. At threshold it opens an auditable case; analysts decide what the pattern means and what is escalated to law enforcement.
Whichever account of the bureau's staffing holds, federal capacity is contested. In our view, more of the early warning now rests with the corporate and contractor programs that see approaches, reports and access first, a thread that runs through this year's insider cases.
