The Space Development Agency awarded $1.75 billion on July 13 for 36 more Tranche 3 missile-tracking satellites supporting the Golden Dome missile defense effort — $952 million to L3Harris for 18 satellites based on its HBTSS design, and $798 million to Sierra Space for 18 on its Horizon platform, targeted for launch in late 2028, per Air & Space Forces Magazine and Space.com.
The awards stack on top of 72 Tranche 3 satellites ordered in December 2025 — roughly $3.5 billion spread across Lockheed Martin, Rocket Lab, Northrop Grumman, and L3Harris — bringing the tranche past 100 spacecraft. L3Harris chief executive Chris Kubasik said the company now has more than 70 missile-tracking satellites on order.
Individually, these are satellite production contracts. Taken together, the cadence tells a larger story about how missile defense procurement now works: proliferated constellations bought in overlapping tranches from a widening vendor base, with a commercial-space entrant like Sierra Space standing beside traditional primes on the same award. SDA's stated aim — accelerating persistent global detection of missile threats — is being pursued through volume and speed rather than a small number of exquisite systems.
What proliferation means for the industrial base
